Unemployment is determined as the unemployment rate. The ABS conduct 30,000 phone calls to houses and flats. Then the results are put into categories -Cyclical Unemployment
                     
-Structural Unemployment
                      -Seasonal Unemployment
                      -Hidden Unemployment
                      -Hard Core Unemployment
                      -Frictional Unemployment

You're unemployed if
-You're 15 years and older during the time of the survey.
                                        
-Actively seeking work.
                                         -Waiting to start work in 4 weeks, or waiting to be called    back after being stood down.


Finally the unemployment rate is CALCULATED using this formula;

                          
Unemployment rate =  No. unemplyed / Labour force X 100
this says, number of  people that are unemployed divided by the total labour force multiplied by 100.
